Description: Relaxation and initialization                           

Two parameters RELAX and ICINIT has recently been added/improved
in EFIT.
 
RELAX: range 0 to 1, eg, 1 no relaxation, 0.5 back averaging.
       Defaulted to 1.  AT 0.5 same as BACKAVERAGE=.TRUE.
 
ICINIT: current profile initialization parameter. 1
        uniform and elliptical flux surface (EELIP, AELIP,
        RELIP, ZELIP). 2 parabolic and elliptical.
        -2 use information from ESAVE.DAT from previous run
        (subsequent time slice will use result of previous
         time slice where as 2 reinitialize current profile
         to be parabolic with elliptical flux surfaces).
        -12 parabolic and elliptical first slice and previous
         slice subsequently.
