Description: New MSE calibration for shots>77961

The MSE offset calibration for shots > 77961 has been updated on Oct. 6, 1993.
This new calibration is based on 'shrinking plasma' data obtained in
 September.

The main difference between the new and old calibration is for the
reversed toroidal field shots, but there is also a small change for the
normal, full field conditions. The fits for the reversed field plasmas
seem to be more reasonable with the new calibration but are
still not totally satisfactory (at least for the shots that I have
analyzed), and indicate that there is an additional offset of about 1
degree that I cannot account for.

It is still recommended to use the MSE data in EFIT with weight of 0.5
 (fwtgam = 8*0.5).

Please, let me know if you encounter any MSE related problems in
 running EFIT.
